The Carl D. Perkins Grant at WCJC is a federally-funded program that provides resources for students who are enrolled in career and technical fields. Learn more about how you may be eligible for funds to assist you with childcare, transportation and technology.

Signed into law on July 31, 2018, the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) is a bipartisan measure that reauthorized the Carl D. Perkins Center and Technical Education Act of 2006 and continued Congress' commitment in providin nearly $1.3 billion annually for career and technical education programs.

Support for Your Success

In addition to the federal and state aid, you may be eligible for a variety of support services and financial assistance through the Carl D. Perkins Grant. Financial assistance eligibility is based on your major, economic need, full-time status, and availability of funds.

What type of support is available?

As a vocational student, you may be eligible for:
  • Childcare Reimbursement: Receive $10.00 per day per family at the end of each month to cover your childcare. This funding cannot be awarded from another source and Perkins at the same time. Registration or supply fees are not included.
  • Transportation Assistance: Receive a monthly gas card to assist you with getting to and from class.
  • Exam Review, Program/Licensure Testing Fees, or PLA Assistance: Receive assistance with exam review (including conferences), testing fees in the program or towards the licensure, or Prior Learning Assessment fees.
  • Tech Connect: Get a long-term rental on laptops and webcams to support your educational needs.
  • Automotive Toolkit: Get a semester rental of an automotive toolkit to support your hands-on training in our Automotive Program.

All services are contingent upon available funding. Rates are subject to change. Services are subject to cancellation when funds are no longer available.

Who is eligible?

You may be eligible for the grant if you fall into one or more of these categories:
  • Individuals with disabilities.
  • Individuals from economically disadvantaged families, including low-income youth and adults, as determined by the Perkins Grant guidelines.
  • Individuals preparing for occupation in nontraditional fields (e.g. males in nursing; females in welding).
  • Single parents, including single, pregnant women.
  • Out-of-workforce individuals.
  • Individuals who are homeless.
  • Youth who are in, or have aged out of, the foster care system.
  • Youth with a parent who is a member of the armed forces and is on active duty.
  • Individuals with other barriers to educational achievement, including individuals with limited English proficiency.
Financial assistance eligibility is based upon the student's major, economic need, full-time status and availability of funds.

Available Services

Program Information & Rules:

The student must be accepted and registered in the WCJC CTE program before applications will be considered.  This includes acceptance into specific majors if required (i.e. ADN, LVN, etc.).

Childcare is reimbursed at $10.00 per day per family and $100 per month maximum.  Childcare funding cannot be awarded from another source (i.e. Workforce Solutions) and Perkins at the same time.  

Reimbursement request are submitted at the end of the month.  The reimbursement is issued via check to the WCJC student at the address on your student record and will be after the 12th of the next month.

Requirements:

  • You must be enrolled in a career and technical education major (AAS or certificate) program.
  • Have a GPA of 2.00 or greater in previous coursework.
  • Your child must be enrolled in a licensed childcare facility at the time of application.
  • Your licensed childcare facility must provide a letter stating your child/children are registered and attending their facility.
  • Childcare is only for days and times you are attending classes at a WCJC campus or a clinical for your program.
  • A Perkins Participation Agreement must be completed before reimbursements will be committed to the student.
  • A monthly reimbursement form must be completed by the student and licensed childcare facility to be turned in no later than the 5th of the next month.
  • Award is subject to funding availability. Award is subject to cancellation when funds are no longer available. 
  • Applicants must immediately notify the grant coordinator via email of any changes in class schedule or daycare enrollment status. Failure to do so may result in immediate discontinuation of funding and the applicant will be liable for all charges incurred.

Program Information & Rules:

Transportation assistance is issued in the form of a montly gas card.  The gas card amount will vary based on available grant funding.  Gas cards do not need to be returned nor will they be electronically refilled.  Students will be responsible to pick up a new card each month.   

Transportation funding cannot be awarded from another source (i.e. Workforce Solutions) and Perkins at the same time.   

Requirements:

  • You must be enrolled in a career and technical education major (AAS or certificate) program.
  • Have a GPA of 2.00 or greater in previous coursework.
  • A monthly reimbursement form must be completed by the student and turned in no later than the 5th of the next month.
  • Transportation reimbursement is only for days and times you are attending classes at a WCJC campus or a clinical for your program.
  • Clinical sites must be approved prior to reimbursements being processed and issued.  You must submit your clinical site information as soon as possible for it to be considered.
  • A Perkins Participation Agreement must be completed before reimbursements will be committed to the student.
  • Award is subject to funding availability. Award is subject to cancellation when funds are no longer available. 
  • Applicants must immediately notify the grant coordinator via email of any changes in class schedule or enrollment status. Failure to do so may result in immediate discontinuation of funding and the applicant will be liable for all charges incurred.

This assistance is able to help students with exam review fees (including conferences), licensure testing fees (including fees include on your student bill), or Prior Learning Assessment fees (such as those associated with the LVN to AND transition program).  Assistance amount will vary based on available grant funding and is subject to change.  Students are only eligible to receive this assistance type once per semester.

The Tech Connect program offers Career and Technical Education students digital resources (laptop and/or external webcam) for semester rental.  Tech services cannot be awarded from another source (i.e. Workforce Solutions, TRIO, etc.) and Perkins at the same time.  

Available resources:

  • ACER 15.3 inch Laptops
  • LogiTech External Webcams

Requirements:

  • You must be enrolled in a career and technical education major (AAS or certificate) program.
  • Have a GPA of 2.00 or greater in previous coursework.
  • A Perkins Participation Agreement must be completed before a Tech Connect appointment will be made and equipment committed to the student.
  • A Tech Connect contract will be signed at the time the student pickups up the equipment and again when returned.
  • Award is subject to the availability of equipment. 
  • Applicants must immediately notify the grant coordinator via email of any changes in class schedule or enrollment status. Failure to do so may result in immediate discontinuation of equipment and the applicant will required to return it immediately.
  • The student will be held liable for the cost of the equipment if they fail to return the equipment, having missing equipment, or damage the equipment.

Program Information & Rules:

The student must be accepted and registered in the WCJC Automotive Technology AAS or certificate program before applications will be considered.  

This program offers Automotive Technology students the use of a complete automotive toolkit for a semester rental.    

Requirements:

  • You must be enrolled in the Automotive Technology (AAS or certificate) program.
  • Have a GPA of 2.00 or greater in previous coursework.
  • A Perkins Participation Agreement must be completed before equipment will be committed to the student.
  • A contract will be signed at the time the student checks out the equipment and again at the end of the semester.
  • Award is subject to the availability of equipment.
  • Applicants must immediately notify the grant coordinator via email of any changes in class schedule or enrollment status. Failure to do so may result in immediate discontinuation of equipment and the applicant will required to return it immediately.
  • The student will be held liable for the cost of the equipment if they fail to return the equipment, having missing equipment, or damage the equipment.
